Water Discharge Permits and Reports

Water discharges in New York are regulated under the State Pollutant Discharge Elimination System (SPDES) program. New York's SPDES program has been approved by the United States Environmental Protection Agency for the control of wastewater and stormwater discharges in accordance with the Clean Water Act. The SPDES program is broader in scope than that required by the Clean Water Act in that it controls point source discharges to groundwaters as well as surface waters. Steuben County Leachate Pre-treatment Plant in Bath, NY

The Steuben County Leachate Pre-treatment Plant is located on Turnpike Road, Bath, NY 14810 across the road from the Steuben County Landfill, which is located at 5632 Turnpike Road, Bath, NY 14810. The Pre-treatment Plant has an industrial user permit to discharge into the Village of Bath Waste Water Treatment Plant. The Bath WWTP has a SPDES permit to discharge into the Cohocton River. In order to understand more about what the Pre-treatment Plant is discharging to the Bath WWTP, a member of NY Water Action filed a FOIL request with Steuben County on May 10, 2013. We received copies of the following documents and are evaluating whether to pay more for copies of additional documents.
